The type of disability. Is the disability due to permanent impairment? Because the NDIS is only available for permanent impairment. The impairment may be intellectual, cognitive, neurological, sensory, physical, or psychosocial. 

The need for disability support. If sometimes the person feels dependent on someone, he is not eligible. He should be eligible for the support if he thinks he usually needs the backing.
